LWF MEMBER CHURCHES,
REGIONAL EXPRESSIONS
Geneva, June 2012

Warm greetings from the LWF Communion Office in Geneva.
Re.: Accompaniment through Human and Institutional Capacity Development (HICD)
in 2013.
Follow-up on the proqram evaluation & the global consultation
In the course of 2011, LWF- DMD convened strategic leadership seminars/consultations in
Africa and Asia, providing important spaces for reflection on the impacts of the program and
for experience exchange pertaining to human resources management in particular.
Frameworks for human and institutional capacity development/management, long-term
planning and policy formulation were mutually discussed and developed. Similar
seminars/consultations are foreseen to take place in Latin America and Caribbean and in
Europe in 2012 and 2013 respectively.
For 2013-2014, DMD is developing an operational strategy which responds to the LWF
Strategy 2012 - 2017, priority area 2: "Member churches growing in capacity for holistic
mission and deepening relationships with each other". Implications of the operational
strategy on the various components of human and institutional capacity development (HICD)
will be shared with the churches and regional expressions eventually.
In the meantime, we would like to highlight some aspects of the strategy in the LWF
accompaniment through human and institutional capacity development (HICD) in 2013.
Leadership Development
This component will be an integral part of the new DMD Program: "Transformative
Leadership & Good Governance", with specific focus on accompanying churches and
regional expressions through facilitation and follow-up of Strategic Leadership
Seminars/Consultations (SLS) as platforms for mutual leaming and exchanging experiences
in HICD management, lõng term planning and policy formulation.
Training supports approved until 2012 will continue to be implemented within the given
timeframes and allocated budget. Due to overall funding constraint, however, formal training
support for this component will be quite limited for 2013. Higher priority will be given for
enhancing strategic capacities for good governance and transformative leadership.

Theological Traininq
This component will be an integral part of the new DMD program: "Theological Education
and Formation", with main focus on strengthening faculty capacities and networks among
theological institutions.
Training supports approved until 2012 will continue to be implemented within the given
timeframes and allocated budget. Due to overall funding constraint, however, formal training
support for this component will be quite limited for 2013. Higher priority will be given for
enhancing strategic capacities of theological seminaries/faculties and for training of
pastors, educators and researchers.
Diakonia/Development Capacity Enhancement
This component will be an integral part of the new DMD program: "Strengthening Diakonia",
continuing to be implemented in its previous scope with specific focus on the following areas:
a) Development - relevant training priority objectively and critically discerned in the
specific contexts of the churches, communities and regional expressions.
b) Development - impact focused post-training engagement plan, particularly, for
ecological/environmental sustainability, food security, social/economic development,
gender, health, education, water harvest, human rights, advocacy and other
interrelated sectors will be given higher priority.
c) Research initiative (on contemporary social, economic and advocacy themes) are
encouraged and supported. Research needs identified for regional thematic issues
will be given higher priority.
Empowerment of People with Disabilities
Training supports approved until 2012 will continue to be implemented within the given
timeframes and allocated budget. For 2013 and beyond, churches and regional expressions
are encouraged to give visible space for the disabled, in the identification of strategic
capacity needs for leadership, theology and diakonia/development ministries.
Language Skill development
Due to overall funding constraint, training support will not be available for this
component for 2013 and beyond.
Enclosed, you will find an application form together with an information sheet on how to
complete. As usual, we suggest that the information sheet is shared with the candidates to
be recommended for training support; to ensure effective completion of the form.
The "Human Resources/Capacity Profile" form is also sent along with the application form,
for each applying church to give an overview of its existing human and institutional capacity.
Completed applications should be retumed to Geneva not later than 15 October 2012, in
order to be taken into consideration.
On behalf of the HRD desk, I convey our best wishes.

Yours sincerely,
Abebe Yohannes Saketa (Mr.)
Secretary for Human Resources Development
